Military Double Jeopardy?

I work with an NCO caught for fraternization. He was administratively relieved of duty as squad leader, pulled from the promotion board and suspended from favorable actions by the Company Commander. Two months later, the BN CDR wants to impose further punishment for the same misconduct (article 15). Is this double jeopardy?
