What's a pocket Pomeranian?

I was checking online and it says that Hilary Duff's Pomeranian, Macy is a "pocket Pomeranian". Now I'm not sure whether this is a type of small breed for a dog, or a cute nickname. Could someone please tell me what it means or what it stands for?
