I thought that affirmative action is over. Why is there quota system in the US Coast Guard ?

It's not so much protected as it is for census reasons. If races do not see certain things, then the ACLU and NAACP get involved and give all kinds of hell to the government. Each branch has its own promotion system to eliminate racism. I am in the Army. The Army awards you points to be promoted on which are how you perform. The points come from PT, Marksmanship, Awards, College, and Military Courses. You also get rated from your supervisors. The supervisor rating is always a debate cause of the rating. Anyway some of the other branches promote on time of service in and how well you perform on a promotion exam. They only have so many openings each year for each career so they take the highest score. How well you perform on the exam is nothing but your fault. We only have affirmative action cause of stupid ignorant people like Al Sharpton who still want their 40 acres and a mule.
